This is a rough-legged hawk,(Buteo lagopus) an
uncommon open-country bird,there are two color phases and
much individaul variations.
They feed almost entirely on rodents.

this is not a rough legged hawk....note that there are no
feathers on the leg down to the toes. in my opinion this is
a small accipiter in immature plummage. either a sharp-shinned
or small Cooper's. by the tail i would venture to say coopers
due to the rounded tail tip. note the feet are very long toed
and thin, far from the thick toes and feathered leg of the
roughlegged.

Great pic but this bird is mis-idenified. This is a immature
Cooper's hawk...(Accipiter cooperi Vieillot). The rounded edges
of the tail differentiates this from the similar looking
Sharp-shinned Hawk (Accipiter striatus Vieillot)
